Available British members of Committee

unanimously welcome Dr. Yen's co-operation. They consider, subject to your concurrence, that

headquarters of Board of Trustees should in the

first instance be at Shanghai.

They are unanimously in favour of Dr.Yen's proposal, viz. that Advisory Committee should appoint a provisional committee in China to act as proposed in your telegram, pending the passing of an amending act and statutory constitution of Board of Trustees. Work of provisional committee would be of a pre-

paratory nature, as at present we are bound by the 1925 act, and it must therefore be regarded for the present as under the directions of the Advisory Committee. As Yen realises, provisional committee would not be able actually to deal with funds. Members of committee here agree in principle to en- larging Board if necessary up to 15, but consider that provisional committee should consist of 11

members.

They would welcome following 6 Chinese if avail- able: viz. Yen, C.C. Wang, Kung, Tsai, Ting and llu Shih, You may now approach these informally.
